The City of Victoria operates the distribution systems for both the City of Victoria and the Township of Esquimalt. A very necessary element in the efficient operation of a water distribution system is a good preventative- and corrective- maintenance programs. Such programs are necessary to: Prevent failure of the facilities;

  • Detect and eliminate weak links in the system;

  • Analyze how distribution facilities stand up in actual operation as a guide for future installations;

  • Maintain good public relations by making needed repairs before damage and interruption of service occurs;

  • Detect and eliminate safety hazards; and

  • Reduce the cost of maintenance.

    Water mains that are installed today have an anticipated life expectancy of 110 years. Unfortunately, many of our mains were installed during a time when installation procedures, manufacturing techniques and fire flow requirements weren't as stringent as they are today.

    Our replacement priorities are as follows:

    Asbestos Cement (AC)
    This was a popular pipe material in the late 1950's, early 1960's. It was lighter than cast iron and wasn't subject to corrosion due to soil resistivity and internal tuberculation like cast iron water mains. Unfortunately, due to the pH of the water in this region, the pipes were subject to leaching as the lime in the pipe walls reacted with the water. The result, over the years, is that all the AC water mains have reached their useful life, as they have become very soft and spongy.

    There are approximately 2,810 m of AC mains.

    Small Diameter Water Mains
    There are approximately 20,233 m of 100 mm Cast Iron (CI) and 4,694 m of 125 mm CI water main in the distribution system. Although these mains were adequately sized when they were installed in the early 1900's, changes in the Fire Underwriters requirements have rendered these mains obsolete as they are not capable of carrying the volume of water that is required for fire fighting under today's standards.

    Steel Mains
    The majority of our steel mains are approximately 80 years old and have shown signs of rapid deterioration as many of them are leaking. In 1985 CH2M Hill Consulting Engineers undertook an extensive time-to-failure analysis of these mains. The conclusion was that, due the soil conditions in the region, steel mains have gone beyond their useful life and need to be replaced. The report gives a number of criteria, which are applied when determining replacement priorities. Many of the small diameter steel mains have now been replaced and as a result the replacement cost is increasing as we get into the larger diameters. The total length of steel mains currently in service is 28,430 m.
